If I right-click on a screen recording, I see a menu. The Share menu item has a sub-item for sharing to Vimeo. Clicking on the item does nothing. If I click on Configure, I get the Preferences window, but that window does not have an option for Vimeo. What am I missing?

Mac has integrated Vimeo sharing option. In order to make use of the same, you need to Sign-In within System Preferences -> Internet accounts and not via Configure -> Sharing, please refer screenshot below:
