When open in other user account, sound disabled?

If another user on my computer has Boom 2 open/running, and I am in another account that does not have Boom 2 open/running, the account that I am in will not have any sound.

I've found that the way around this is to force quit Boom 2 from the activity monitor.

Is anyone else seeing this? Any suggestions or a possible fix?
